Charges failing on payments-api

Roll back to v2.13.9 to stop failed charges. Then fix the chain upstream: update the image build for PR #4821, and make CI fail deploys when that step breaks — so the next bad image cannot slip through.

The P2 is 92% of the volume. It started 9 days ago with v2.11.3, which changed how the cart hydrates — guard that path first.
